CONTEXT :
· To the benefit of the MSF-OCP programs in Kenya and Uganda, the Regional Epidemiologist will provide technical support to the field for monitoring and evaluation (M&E) of MSF programs and operational research;
· The Regional Epidemiologist will assure that compliance with the highest scientific, ethical and regulatory standards is maintained in all field related monitoring activities;
· He/she will be placed in the Epicentre’s Field Epidemiology and Training Department and will report to the coordinator of monitoring and research in the programs;
· The post holder will work closely with the MSF-OCP Medical Department and Desk, medical and field coordinators to ensure smooth integration and coordination of program activities and potential research. He/she will work in close collaboration with the monitoring and data management field teams;
· In Uganda, the Regional Epidemiologist will be placed under the authority of MSF-OCP Head of mission for administrative, logistics and security matters;
· In Kenya, the Regional Epidemiologist will be placed under the authority of MSF-OCP Head of mission for administrative, logistics and security matters.
DUTIES AND RESPONSABILITES :
The tasks will be adapted to the needs of each site.
- The Regional Epidemiologist will be involved in the following activities :
· Carry out short field assignments, to support and assist the data teams in Uganda, Kenya;
· Establish and follow a quarterly M&E agenda participating in operational routine reports and organizing and/or assisting medical staff in preparing epidemiological reports related to health facilities and to research areas;
· To identify gaps and difficulties in the M&E systems;
· To propose and set-up solutions;
· To provide on-demand indicators and reports concerning the M&E;
· To train on epidemiology and data management when needed;
· To provide epidemiological support to research studies upon request, leading the implementation of the protocols and epidemiological methodology, ensuring all related staff follows them in order to improve research efficiency;
· Participate in initial assessments/ exploratory missions when needed in cases of emergencies;
· Together with Medical Coordinator follow up country disease/outbreak epidemiological surveillance trends of public health significance;
· Planning and supervising, in close coordination with the HR department and the MSF vision, policies and values, the associated processes (job description, recruitment, training, performance evaluation, development and internal/external communication) of the epidemiological staff in order to ensure both the sizing and the amount of knowledge required, to improve staff technical capabilities, contribution and commitment to MSF values.
- To provide support to the field teams for data analysis and reporting
· Assessing needs in data analysis and reporting at site level;
· Issuing recommendations to smooth reporting process;
· As needed, support the monitoring and data management teams in carrying out data analysis in order to respond to MoH or MSF-OCP requests.
How to apply:
Experience :
· Extensive experience in data management and data analysis;
· Experience in monitoring and evaluation;
· Experience in field epidemiology;
· Previous experience with MSF is a plus.
Knowledge, Skills and Abilities :
· Master of Epidemiology;
· Demonstrated technical expertise in clinical, operations, or health services research related to HIV/AIDS, reproductive or maternal health, or child survival;
· Knowledge of Stata software (REDCap and R is a plus);
· Excellent interpersonal, teamwork, and strong management skills;
· Strong written and oral communication skills;
· Ability to travel internationally on short notice;
· English (oral and written) required.
